AB32 Implementation Group News Letters
It's time to separate fact from myth about AB 32. If we don't, we could be facing a future of $6.50 gas prices AND a return to fuel lines and rationing. This bleak future could be with us a lot sooner than anyone thought.
Now that the California Air Resources Board has finished writing the main regulations that make up the bulk of the state's climate change policies, we're beginning to see a number of studies take a hard look at the likely impacts from those policies. While they don't all reach the same specific conclusions, all of them make it crystal clear that Californians will be paying more – a lot more – for fuel and everything else under this cascade of new regulations. Importantly, these new regulations will not provide any discernible difference in global carbon emissions, so California consumers get to be the Guinea pigs trying out this new venture for the rest of the world.

Justices Say in Unanimous Ruling That Pending EPA Rulemaking Takes Precedence for Now, but Door Left Slightly Ajar
Jess Bravin and Stephen Power – Wall Street Journal – June 21, 2011
The Supreme Court blocked six states from suing power-plant operators over greenhouse-gas emissions, ruling Monday unanimously that pending federal regulation under the Clean Air Act pre-empts the case.
But the justices split 4-4 on related legal questions, leaving open the possibility that states could revive their action if the Obama administration fails to issue a final emissions rule by May 2012.

The justices rule 8 to 0 that the EPA, not the courts, must resolve the issue of limiting carbon pollution from coal-fired power plants.
David G. Savage – Los Angeles Times – June 21, 2011
The fight over global warming and whether to limit carbon pollution from coal-fired power plants must be resolved by the Environmental Protection Agency, the Supreme Court said, killing a suit in federal court brought against the nation's five largest electric power companies.

The measure would suspend air pollution control laws until unemployment rates drop. Opponents of prop 23 don't think this error will have much of an impact on voters' views on the measure. But Friday night the County Election's Chief admits it was an oversight on Friday. Fresno County Elections Chief, Victor Salazar, admitted his office made an error when it sent out tens of thousands of ballots with some incorrect language to describe proposition 23.

The move to delay California's tough climate control regulation has resulted in a backlash of opposition from those who favor proposed state regulation to reduce emissions of greenhouse gases. Because of the passion and hyperbole surrounding the debate over Proposition 23 - which would delay implementation of the state's Global Warming Solutions Act (also known as AB 32) until unemployment comes down to 5.5 percent for a full year - the actual facts of what the proposition means for the future tend to be lost in the war of words.

San Francisco Chronicle Editorial -- July 26, 2010
There is plenty of blame to share for the political demise of climate change legislation in Washington. Timid Democrats, obstinate Republicans, a risk-averse White House and a sour public outlook that green groups couldn't counter. Each played a role.
