What is the purpose of the proposed regulation? The purpose of this regulation is to reduce emissions of diesel particulate matter (PM) and oxides of nitrogen (NOx). Both pollutants contribute to California's continuing non-comliance with the federal Clean Air Act. There is a companion proposal to reduce greenhouse gas that does not apply to dump trucks but is focused on 53-foot trailers and the tractors that pull them. It is the stated goal of the California Air Resource Board (CARB) staff to compel the regulated parties to deploy the near-zero emission standard of the 2010 model year engines by 2016, at a prelininary cost estimate of up to $5.5 billion as calculated by CARB staff.
