Workers’ compensation lost-time claims increased 3 percent last year, the first increase in such claims since 1997, the National Council on Compensation Insurance, Inc. reports today.
The Boca Raton, Fla.-based association released its 2011 Workers Compensation Claim Frequency report saying the Great Recession of 2007-2009 may have had an impact on workers’ compensation claims frequency.
NCCI says the 3 percent increase, which was adjusted to reflect economic factors, marks the only the third time in 20 years that frequency has increased.
Prior to this year’s increase, the report says, claim-frequency rates had fallen more than 56 percent, at an average decrease of over 4 percent a year.

Several Great Recession factors may have caused a sudden halt in the trend of decreasing frequency of workers compensation claims, according to NCCI Holdings Inc. research released Monday.
Modest increases in employment since the recession formally ended in mid-2009 and workers possibly being less fearful of losing their jobs for filing claims may have contributed to a 3% rise in the frequency of lost-time claims during accident year 2010, NCCI said in its research brief.
Prior to 2010, the frequency of comp claims declined an average of 4.3% per year since 1990, with the only other increases occurring in 1994 and 1997.
“Reductions in claim frequency have been a major bright spot for workers compensation” with injury rates falling a total of 56.4% from 1990 through 2009, the rating and research organization said.

WEST COVINA - A Department of Motor Vehicles employee was arrested for allegedly filing a false workers' compensation claim, Insurance Commissioner Dave Jones said Wednesday.
Officials alleged Mia Rachel Brown, 26, of West Covina was collecting disability checks for an injury sustained at a prior job the same time she was working for the DMV. She allegedly told doctors she hadn't worked since being injured at a dairy in 2009.
Brown was booked in county jail on suspicion of insurance fraud and attempted perjury. If convicted, she faces a maximum of seven years in state prison. The loss due to the alleged fraud is $14,831.

A 42-year-old Soledad man was sentenced Friday to 60 days in Monterey County jail and five years of probation for wrongfully using a contractor's license and not providing workers' compensation insurance for his employees, authorities said.
The county District Attorney's Office said Lavaki Fale, who'd done business as 'Vei Construction,' was also ordered to pay $15,000 in fines, not contract without a valid contractor's state license and stay away from the victims.

California’s workers’ comp total direct written premium declined by almost 10% in 2009 down to $6.9 billion from $7.6 billion in 2008, according to data from the National Association of Insurance Commissioners. The latest figure is in sharp contrast to where the market was just five years earlier at a whopping $16.1 billion. Since then premium volume has shrunk by $9.2 billion.
